Flat-screen TVs and kitschy Asian knick-knacks give Pho Saigon a casual, fun energy. Efficient service ensures quick table turnover, even if orders are repeatedly mixed up. The enormous Saigon special appetizer (it could feed four) brings some hits—deep-fried shrimp paste wrapped in yuba and lipstick-red tubes of grilled pork sausage—but also misses: the sugar cane shrimp and ground beef wrapped in betel leaves are merely perfunctory. Bun bo hue fares better: rice noodles swim with rafts of leathery, well-done beef shank, Vietnamese bologna and pork in an onion-rich beef consommé. It’s kind of like mild borscht that’s been seasoned with threads of cilantro. Desserts are few and fried, including delicate cubes of milk custard that are shielded by a crisp golden shell and served with a refreshingly cool coconut cream sauce. Unlicensed.
