Though chef and owner Rodney Bowers has opened a second restaurant (The Citizen) across town, his Queen West homage to Orson Welles’s Citizen Kane shows little sign of flagging. The long, narrow room looks fine dining without trying too hard: lots of polished wood and elegant chocolate brown leather banquettes. And with few exceptions, the unabashedly heavy seasonal menu (seared Digby scallops come with braised oxtail; Ontario summer succotash bears a truffle and bacon vinaigrette) ...
