Though Cat Power’s ragged, beautiful take on soul, rock and folk may incite more swaying than slamming among holidaying hipsters, energetic sets by Montreal neo-funksters Chromeo, British rapper Dizzee Rascal, and local rock faves Tokyo Police Club and Born Ruffians are destined to make the event more party than picnic. — Jason Anderson
